This article considers the issues of expert research to determine a set of requirements for the hardware and software of the key LMS services of the university. Expert questionnaires have been developed to determine categories, including indicators of the functioning of the Universitys LMS services. Based on the developed questionnaires, a survey of various user groups was conducted:developers, administrators, teachers and students. Based on the processing results, the final set of requirements for the LMS reference model was determined
