Role of Public and Private Organizations in Combating Social Exclusion of Older People in Kazakhstan

The purpose of this study was to analyze Kazakhstan’s policy framework and institutional mechanisms for addressing older adults’ social exclusion, based on an interdisciplinary document-analysis approach. The research methodology was based on qualitative policy and document analysis. The analysis indicates that current policy documents prioritize comprehensive and cross-sectoral measures, with particular emphasis on public-private collaboration, digital inclusion, and community participation. The practical significance of the study lies in the possibility of using its results to improve Kazakhstan’s social policy, as well as to adapt successful international models of support for older people to the national context.
