An assay of the regime and constructive approaches to the strengthening of heat and mass transfer procedures has made it possible to outline the direction of development of heat and mass transfer devices that implement vortex interaction of flows when flowing around regularly placed packed elements, which in turn perform vibrational or rotational motions. As a consequence of the pursued investigations of the device involving a regular rotating packing, graphical dependencies of the rotation frequency of the packed elements, fluid resistance, the quantity of retaining liquid and the gas concentration of the layer in the device on the gas rate and irrigation density have been received. On the ground of the pursued investigations, a methodology for calculating the rotation parameters of packed elements and hydrodynamic characteristics is proposed, including equations for calculating the rotation frequency of packed elements, fluid resistance, the quantity of retaining liquid and the gas concentration of the layer.
