The purpose of this study was to analyse the legislation of the Republic of Kazakhstan in the field of legal protection of people with disabilities, and to compare it with international treaties in this area. The leading research methods used in the study included a number of general scientific methods, such as analysis and synthesis, deduction, induction, forecasting, modelling, analogy, and a number of special methods of study and cognition. The study analysed the use of such concepts as disabled and persons with disabilities and provided arguments for the more correct use of the second concept, which this study recommends for national legislation, indicating the positive aspects of the Optional Protocol to the United Nation Convention on the Protection of the Rights of Persons with Disabilities by the Republic of Kazakhstan.
