The Editors-in-Chief have retracted this article because an investigation by the Publisher found evidence of peer review manipulation. In addition, we have evidence to suggest that authorship for this article was offered for sale before the article was submitted to the journal. Aigul Nukusheva, Roza Zhamiyeva, and Dinara Rustembekova do not agree to this retraction. Viktor Shestak has not responded to any correspondence from the Editor about this retraction.
