For the occurrence and development of the gas dynamic phenomena, such as a sudden outburst of gas and coal, a reserve of potential energy of coal with methane enclosed in it is necessary, and the speed of the energy release should be higher than the critical conditions. But this is not enough, as the last and sufficient ingredient for the development of the ejection process is the pulverization of coal during its fracture, which ensures the release of gas in quantities and with the velocity sufficient to throw it away from the fracture front. An equation for the risk of sudden outburst was obtained, which includes the ratio of the energy flow entering the seam volume due to the internal process of energy release to the volume of the energy flow released from the volume due to heat conductivity and mass transfer. Once this ratio exceeds some critical value, a sudden outburst takes place. The proposed equation is confirmed by experimental data on coal seams of the Karaganda basin. The criteria risk of sudden outburst is determined, which includes the thickness of the coal seam, its gas permeability and gas content.
