Renewable Energy Technology, Feed-in-tariffs and Auctions in Kazakhstan

This paper seeks to explore the relationship between renewable energy innovations in Kazakhstan and the factors that influence them. It also aims to compare the effectiveness of two policies, namely feed-in-tariffs and auctions. Because the research utilizes “small” panel data with limited observations (16 Kazakhstani regions and 11 years), it proves that the random effects estimation to address the research hypotheses is the most appropriate one. The findings indicate the elasticity of renewable energy innovations with respect to regional national products is between 0.88 and 1.09, while that with respect to R&D is between 0.13 and 0.17. The research also reveals that, ceteris paribus, the contribution of the FIT policy on renewable energy innovation varies between 0.15 to 0.29, whereas the impact of auctions on it ranges from 0.05 to 0.26. Additionally, the findings suggest that there is no substantial disparity in the short-term effects of these two policies on renewable energy innovation.
