Universal Basic Income and Its Impact on Human Capital Development

The growing importance of human capital in the development of modern countries prompts an investigation of the universal basic income as an additional model of improving citizens’ well-being, as well as its impact on human capital. The purpose of the article is to investigate the influence of the universal basic income on the development of human capital; accordingly, it becomes necessary to work out the theoretical foundations of understanding this category, as well as practical understanding, which will make it possible to analyze current trends, the possibility of its implementation at the present stage. The methodological basis of the study lies in the use of the dialectical-materialistic method of cognition and the general scientific as well as specific scientific methods based on it. In particular, the study uses logical, comparative methods of analysis and synthesis. The findings determine theoretical approaches to understanding the universal basic income, its main characteristics, and its relationship with the development of territorial human capital. The analysis of indicators characterizing human capital of the country and the well-being of the population as factors dictating the need for the implementation of the universal basic income, considering the global best practices.
