Critical Analysis of Tariff Policy and Legislative Measures for Renewable Energy Development: Medium-Term Challenges and Prospects of Kazakhstan

This study aims to analyze the legislative and regulatory development stages of renewable energy deployment in Kazakhstan, with particular attention to the evolution of tariff policies such as feed-in tariffs and auction-based frameworks. It addresses key challenges and opportunities within the sector and evaluates the effectiveness of government policies and international agreements in fostering renewable energy development. The research focuses on the countrys legislative framework, including the Ecological Code, Renewable Energy Law, and relevant governmental programs, as well as the mechanisms introduced to support the growth of renewable energy sources (RES). A comprehensive methodological approach was applied, including legal analysis of national regulations, comparative analysis with international benchmarks, a comparative analysis of the legislative assessment of barriers and economic incentives for investors, and a statistical review of renewable energy capacity growth over the last decade. The findings show that, while Kazakhstan has made significant progress in expanding renewable energy capacity, several barriers remain—namely, complex regulatory procedures, insufficient support for small-scale RES projects, limited localized production capabilities of components, and challenges in designing effective tariff structures that balance investor returns with consumer affordability. The study highlights the need for further refinement of legal mechanisms and tariff policies, as well as the introduction of measures such as improved grid integration, tailored financing options, and incentives for local production, all of which will be vital to achieving broader renewable energy objectives.
