Blockchain and public sector innovations: understanding decentralized models of technology adoption in e-government

Blockchain technology is emerging as a structural rather than merely technical innovation in e-government, challenging long-standing centralized models of public service delivery. Traditional e-government systems rely on hierarchical infrastructures that often suffer from inefficiency, data vulnerability and limited citizen engagement. In this regard, blockchain redistributes verification, data management and authority across decentralized networks. This article examines how such decentralization can reshape public, political, economic, social and legal dimensions of digital governance. Drawing on international field studies and meetings with policymakers and practitioners in the blockchain area, the study integrates empirical insights into five practitioner-grounded blockchain adoption models for healthcare data management, electoral integrity, supply-chain and financial verification, lifelong digital identity and e-notarization. These models demonstrate how blockchain enhances transparency, interoperability, traceability and citizen empowerment across diverse e-government ecosystems. By synthesizing conceptual debates with operational algorithms, the article positions blockchain as an emancipating governance technology capable of promoting participatory, robust and future-ready digital states. The findings offer blueprints for policymakers and technologists seeking to transition from centralized, fragile infrastructures to decentralized, trustworthy and citizen-centric e-government architectures.
