This study examines the composition and performance of cement mortars with fiber reinforcement, focusing on water loss, viscosity, sedimentation, and static shear stress. Experimental investigations were carried out using a design of experiments approach, and empirical dependencies on the water-cement ratio and fiber concentration were established through probabilistic-statistical analysis. Standard methods for evaluating structural and mechanical properties were applied, and analytical approximations were developed to describe mortar behavior across varying compositions. Crack size in disk samples was also incorporated into the water loss assessment. A novel methodological framework employing fuzzy logic for multi-criteria decision-making was proposed, enabling the determination of optimal mortar compositions through calculated membership functions. The findings demonstrate the effectiveness of fiber reinforcement in improving the physical and mechanical performance of cement mortars. Practical recommendations are provided for modifying cementing materials and optimizing their formulations, with applications in both construction and oil well cementing.
