The issues of the formation of Kazakhstan’s administrative borders with the republics of Central Asia and the RSFSR are researched within the framework of rapidly changing military and socio-political situation. Priorities in the delimitation drawn out according to the size of territories, population and education status are identified. The authors emphasize the relationship between the national republics and the union bodies, neighboring autonomies, other territories and regions of Russia. The evolution of the delimitation process, the transformation of the boundaries and the basic criteria used in this process, the forms of demarcation and approaches to their implementation are shown. The dynamics of changes in the territories in Central Asia in the pre-World War II period is demonstrated. The main and additional criterias of border delimitation of the RSFSR’s and USSR’s subjects were determined. Continuity of the pre-World War II principles of administrative division with the modern principles of interstate delimitation and influence of the delimitation processes on the evolution of international law are shown. A certain interconnection between the dynamics of administrative-territorial division, including autonomy formation on a national basis, which took place after the February and October Revolutions of 1917, was traced, but qualitative differences between pre-and early Soviet approaches were also pointed out. The author concludes that the pre-World War II era was crucial for the establishment of the main contours of current Central Asian state borders, and the demarcation process itself played a great role in stabilizing the situation in the region.
