Simulation organizational adjustment management processes in the balanced scorecard (BSC) of the city district heating using fuzzy logic methods. The work engaged a system of balanced scorecard as a tool for strategic performance management, which allows tracking the implementation of heat supply tasks. Adaptive management was used to ensure organization alignment with changing conditions of external environment. Process modeling was performed by fuzzy sets using the developed base of expert rules. An adaptive model of BSC managing has been developed taking into account changes in the external environment based on a program-modular approach to managing socio-economic systems. A quantitative assessment of the variables and parameters of the mathematical model of organizational adjustment using the mathematical tool of the fuzzy sets theory are carried out. Work was implemented with indicators of heat supply, for which the BSC was developed, taking into account structural and production features of the enterprise. Proposed adaptation system is an adequate (in the above conditions) tool for studying the processes of controlled organizational adjustment in order to adapt the internal environment of the organization to changes in the external environment.
