Issues Related to Human Resources Development in the Conditions of Industrial and Innovative Economy in the Republic of Kazakhstan

The presented article is relevant, as education, healthcare, culture, and social services are considered primarily as factors or conditions for the development and accumulation of labour potential. The accumulated labour potential ensures the competitiveness of the Republic of Kazakhstan, in the conditions of transition to an industrial and innovative economy. The accumulation of labour potential can be ensured with high living standards. The purpose of this article is to develop recommendations aimed at eliminating issues associated with the development of human resources in the conditions of an industrial and innovative economy in the Republic of Kazakhstan. The leading methods in the framework of this research are analysis, synthesis, methods of mathematical statistics, and graphical representation of the results. The main shortcomings associated with human resource development in the conditions of industrial and innovative economic growth were identified. An example of selecting a leader for an innovation implementation department who has the necessary qualities for such a position was presented. All this made it possible to identify the shortcomings that human resources face in their development in the conditions of industrial and innovative potential. The suggested recommendations can be taken as a basis for a target programme aimed at the development of labour potential of human resources in the conditions of industrial and innovative economic growth in the Republic of Kazakhstan. It was concluded that the country needs to focus on the main factors of human development, as this will have an increasing impact on economic competitiveness.
