At the national level, the State takes part in the direction of material resources for the production of medicines, medical devices or medical services. It can also directly take part in the organisation of this production or be the largest consumer of a significant share of the results that are put on the market. The fundamental issue, when making purchases, is the search for the most favourable price-quality ratio for medical products and services. The problem of public procurement, in the global system, is the high relevance both, in legal and financial terms. The aim of this paper was to provide an analysis of the systems of legal regulation of public procurement in healthcare in foreign countries and in the Republic of Kazakhstan. Urgent problems of medical support for patients of the Republic of Kazakhstan were identified, especially in the case of chronic diseases that require constant medicine provision; this paper proposes ways to improve the regulatory framework for their solution.
