This article has been retracted at the request of the Editors-in-Chief. The article has been retracted because Figure 2a is an enlargement of Figure 2b, and therefore does not refer to CeO2 but to Te-CeO2 or vice versa. The findings of the paper cannot be relied upon and the Editor has lost confidence in the validity and integrity of the article.
