The Election Campaign and the Tribal Confrontation in the Kazakh ASSR

The paper is devoted to the history of the organization and conduct of the elections to the councils (Soviets) in the Kazakh Autonomous Socialist Soviet Republic of 1925–1926. The purpose of this article is to show the role of the 1925–1926 re-election campaign, which followed the cancellation of the results of the previous elections, and in Sovietization of the nomadic population. In the context of the Bolshevik party’s declared policy of “revitalizing the activities of the Soviets,” the elections were supposed to show an expansion of the social base and increased support for the party, primarily from the country’s agricultural population. In national autonomies, the slogan of “revitalizing the Soviets” assumed, first of all, Sovietization of the titular and nomadic population through the creation of a network of local authorities. The participation of party functionaries became a natural phenomenon of the tribal struggle, which turned it into a clan-party confrontation, causing the intervention of central authorities in local elections. The administrative-territorial reform of polling stations with the formation of commissions in accordance with the election instructions was not always applied in practice, sometimes being replaced by an administrative village, which negatively affected the electoral situation, exacerbating the already complex tribal confrontation. Analysis of the official and unofficial results of the campaign for elections to local councils allows correlating the expected and real outputs. In our opinion, in a traditional society elections according to the Soviet scenario showed the hybrid and contradictory nature of the emerging system of power.
